3rd Party Browser Extensions - IE9
Do I need to Enable this feature in Tools/Internet Options/Advanced/Browser when, to the best of my knowledge, I do not use any 3rd party browser extns.

The Google toolbar is an example of a popular third-party browser extension.
I don't see a good reason to disable this feature, but you could try what happens if you do. You can always turn it on again. Check, for example, if you still can watch YouTube video
