Guess who is working with data filters today
I wanted to lock some large lists to avoid accidental deletion of Hyperlinks and or other data so I highlighted the column headers and made sure that they were unlocked and un hidden but when I protect the sheet it disables the arrows.
I am guessing that you cannot lock it but hopefully, and as usual, you will prove me wrong

Re: Locking sheets with Data filters (Excel 2003 SP3)
When you select Tools | Protection | Protect Sheet, you'll see a list of items with check boxes. Tick the item "Use AutoFilter". This will enable the AutoFilter arrows on the protected sheet.
Best wishes,
Hans
