Shortcut to to toggle between various keyboard input languages

How do I get to the window in Windows 10 that enables me to program shortcut keys to choose my keyboard input language? In the past, I have used ctrl + 7, ctrl + 8, etc. to toggle between various keyboard input languages.

Try Windows key+spacebar.

You could install the latest Windows Power Toys release. There is a keyboard manager app in there.

I found the setting I was looking for. It is here:
1) Go to Settings | Time & Language | Language | Keyboard
2) Click Input language hotkeys

However, when I input a hotkey for English International Keyboard (ctrl + 7), it does not work. It does nothing for me. That same shortcut works for other languages, but not for English International Keyboard. In fact, there are no shortcuts that work for me English International Keyboard.

Does anyone have a similar issue with Windows unresponsiveness to a hotkey?
