Outlook 2016 Junk E-Mail folder /rules
I have used Outlook as far back as the day it was first released. And, I have always used the Rules and Alert function to move incoming mail to various folders.
Starting with Outlook that comes with Office 365 (2013 and now 2016), I have a message from one sender that always finds itself into the Junk E-mail folder, disregarding the entries I have set-up in Rules and Alerts. Of the dozens of rules with hundreds of addresses/phrases, it is the only one that is misdirected.
Any Thoughts?

Perhaps your ISP adds the [SPAM] classification?
Does it help if you add bestbuy.ca and e.bestbuy.ca to the Safe Senders list?

My ISP, Bell Canada, did move away from Microsoft's mail servers about a year ago and with the new service, spam mail has improved. Having said that, I have set the switches on at Bell to let-all-messages-through-I-will-decide. In the initial stages, their spam filters were too aggressive.
I will try adding the two phrases to the Safe Senders Lists to see what happens. When I first read the information on the use of the Safe Senders List I thought I would have to add all my contacts, otherwise their messages would end up in Junk E-mail... perhaps I am wrong. I get mail daily from Best Buy so should be able to post back in a day or so.
[Edited to add: Having a Senior's Moment. I had already added them to the SSL.

I've got a SOLUTION for Office 365 users.
My situation was as follows:
- web contact form kept being moved to spam
- tried safe sender, no automatic filtering etc - exactly as the OP did
- spent 3 hours doing all sorts of tests eventually thinking I was going mad
- even in the spam filtering area in Office 365 I couldn't find how to disable it for that particular address
Then an epiphany: what if my OWA (outlook web version) was overriding my spam settings? Guess what - it was!
If you're using OWA/Office 365, this is how to solve the issue yourself:
- login into OWA with the relevant email account, as the admin of Office 365 or as someone with permissions to open the relevant mailbox
- to to the settings (gear wheel, top right)
- choose Options
- go to Block or Allow
- Choose "Don't move email to my Junk Email folder"
That will override it entirely. Thought I'd share here!

Following Rudi's suggestion, I logged on to the Outlook Web Site (really Bell's) and found this:
Considering the Subject line did have the word "[SPAM]" inserted, then me thinks your comment is correct... Bell classified it as such.
Just now, I have changed the setting to Don't filter junk mail. Will see what happens in the next day or so. And as an added comment, I had turned on the setting to allow junk mail to come through, over a year ago. Perhaps Bell "knowing-best" reset the switches.
Regardless, I would have thought the Rules and Alerts settings in Outlook 2016 would have redirected the incoming message.

Your reply got me thinking. I logged onto the Bell e-mail site, could not find the Options menu item under the Gear Icon, but found Settings which led to Security Settings as noted in my reply to Hans.

Well, changing the Bell setting to Don't filter junk mail did not work. The mail still came through with [SPAM] added to the Subject line and got moved automatically into the Junk E-mail folder.
I found a Bell setting where I could whitelist the email address (newsletter@e.bestbuy.ca). We'll see what happens in the next day or so.

I checked each of the rules and the selection criteria for each is very simple.
1) Select Condition: From people or public group
2) Select action: Move to the specified folder
3) Select exceptions: none selected
4) Specify name: name given and a check in the box for Turn on this rule.
As stated, very simple. Only one checked item for the first two selection criteria, none in the third and the 4 item stating what is to be done.

As stated earlier, I have added newsletter@e.bestbuy.ca to the whitelist on my Bell mail server account. It is that facility that I believe is adding the phrase "[SPAM]" to the Subject line.
I found this article in the last half hour and will add an entry to the Safe Recipients List if the above action does not resolve the issue.

OK, time to put this issue to bed... no resolution.
I have, during the last 4 days, tried everything as suggested above including adding addresses and phrases to whitelists, rules and alerts, Safe Senders, Safe Recipients, etc., on Bell's webmail page and in Outlook 2016. Nothing worked as it should. I will just have to move the message from the Junk E-mail folder back into the input folder manually. I say move manually because the message in the Junk E-mail folder is nothing but hotlinks. Once moved, it is readable.

Not MailWasher but ESET Smart Security.
I have added the appropriate email address to the ESET whitelist and will see what happens with Thursday's incoming mail. ESET is adding [SPAM] to the Subject line. I have changed that to show [ESET SPAM] in case future items get flagged and I wish to whitelist them.
