Searched and posted elsewhere... no useful answers:
Are there free small tools out there that are simple and allow one to not only set the image size (e.g. 800x600 - while keeping aspect ratio, so some interactiveness would be required to place the frame) AND have a restriction on disksize...?? So the tool should match the JPG quality to deal with that...

IrfanView can do that, first set the image size via Image | Resize/Resample. Then limit the file size when you save via File | Save for Web (Plugin).
I expect but do not know for sure, that Faststone Viewer will allow you to do this sort of thing as well.

I've always had good results with VSO image resizer (now ObviousIdea Image Resizer - get it here)
It integrates nicely into the right-click menus and can be used in batch mode.

Thanks all, image needs to be cropped (as it should be made to fit 800x600) which is a manual action. The remaining result should then have a maximum disksize.

You'd have to crop the image first - any graphics editor can do that. And most graphics editor let you change the compression factor in the Save As dialog, indicating the resulting file size. Here is a screenshot from FastStone Capture:

Yeah, with manual work I know it can be done. Would be nice if I (based on pre-configured settings) could:
1. Load a picture
2. Move an 800x600 crop frame around (picture to be auto blown up, aspect maintaining, to make it fit if it was smaller)
3. Click "Crop" to cut
4. Click save to Auto-save with e.g. max disksize 60Kb

I don't know of any program that offers this combination of features in a (semi-)automated way.

You should check out Irfanview and its advanced batch mode capabilities. In the FAQ section there are several links near the end that point to tutuorials on batch resizing.

I tried Irfanview but I'd have to manually crop, getting to 800x600 will be difficult. Resizing, keeps the entire picture but if I mainatin aspect ratio I can't ever go to 800x600 (unless that was the aspect ratio or the original)...stuck wrote:IrfanView can do that, first set the image size via Image | Resize/Resample.
