Perhaps it's the behaviour of PP2007. I created a template with two toolbars (intially one *not* visible but now both are visible) with one button in each toolbar within PP2003. If I then open that template under PP2007 I only see 1 toolbar under AddIns tab and its image is totally screwed - totally different from the original.
Two questions:
1. Why doesn't the PP2007 Addins contain two toolbars? Can we not have/create two or more toolbars in AddIns?
2. Why is the image overwritten with something different.
BTW: No PP addins of any kind loaded.

Toolbars aren't stored in a presentation or template; they are an application-wide feature. You can create/delete them using VBA code in an add-in.
The toolbar in your PowerPoint 2007 picture is a left-over from an add-in that you used earlier on (the add-in doesn't have to be loaded now).
