A Google search offered very little in the way of clues, less in the way of definition.
I know that the combined authority of Eileen's lounge outweighs me, a dictionary and a web search engine all rolled together.
So, please and thank you, anyone know what a decree of homologation is all about?

There are a variety of pages with "decree of homologation" in them, (a lot of them refer to the episode in your linked article). But that fount of all knowledge, wikipedia, says

Actually a lot of the articles I found seem to be Spanish-speaking related, stuff about indigenous tribes in South America, Mexico etcHomologation is a technical term, derived from the Greek homologeo (á½Î¼Î¿Î»Î¿Î³Îω) for "to agree", which is generally used in English to signify the granting of approval by an official authority
Not sure if that actually helps though...

I don't know if a Canadian is willing to use it, but I use Merriam-Webster Online (an Encyclopædia Britannica Company) and it confirms Stuart's link.

Apart from my being able now to drop "to homologate(1)" into my rare conversations with other people, the last paragraph gave me a clue as to my spark of interest. I bet that either Richard Dawkins or Steven Pinker have used the term in at least one of their books. It's probably a week neuron or synapse of mine that was firing just enough to tickle my interest when I read the press release.

You need to know the secret code. in the Google searchbox enter- Define: homologation
and enter.
I got lots of hits, lists of defenitions with links to their source etc.
