prevent defaulting
When I open a blank Word doc the "Spacing After" sometimes defaults to 10, how can this be set permanently to zero please?

Click the little arrow in the lower right corner of the Paragraph group of the Home tab of the ribbon (below "10 pt" in your screenshot).
Set the Spacing After to 0 pt, and set other defaults if you like.
Click the 'Set As Default' button at the bottom of the dialog.
In the dialog that appears, select 'All documents based on the Normal.dotm template', then click OK.
Quit and restart Word.
