I cannot add a web page to Google Chrome's Trusted Sites.
I Click the 3 horizontal lines icon on the far right of the Address bar;
I then click on Settings, scroll to the bottom and click the Show Advanced Settings link.
I then click on Change proxy settings, but i get a pop-up that states "Access to this feature has been disabled by a restriction set by your system administrator."
I believe I am the system administrator, but I have not, to my knowledge, disabled access to the feature.

Trusted Sites is an Internet Explorer concept.
Proxy Settings are used to specify how you connect to the internet - directly or through a VPN (virtual private network).
Run a full check with your anti-virus software and with Malwarebytes Anti-Malware.
