BobH, I had a somewhat similar failure-to-connect wirelessly to my laptop. After trying every possible combination and sequence of stuff from both Dell and Cable One (my ISP), over several weekends, the Dell person said, "Weeellll, I show that your laptop is configured OK. Take your laptop to a WiFi hotspot in town and see if it hooks up there."
I did; the laptop hooked up fine. Upon reporting this to Cable One, they said, "Weeellll, maybe your cable modem is bad. Bring it in and we'll swap it out for a different one, same model."
I did; problem solved. So I'll always remember this approach as one way to rule out the laptop.
