Hello guys, I want to develop an app similar to the picture attached.
I want these feature in the application.
1. Add / Edit / Delete user own headings, subheadings
2. Tree like view
3. Search functionality
And is it possible to make an app in MS Access.

Have you considered using a Help Authoring application to do this...

Rudi, I don't want to make a chm help file. I just want build an app that will allow me to add some text. It should be like the picture.

What exactly are you asking then? If you don't want to create CHM files but you want to create an app that looks like a CHM view then you should go ahead and do that. You need to ask specific questions to get specific answers.
By the way, VB.Net does allow you to build applications. So does MS Access.
