I gather from the Wikipedia article that the Oxford comma is used less frequently in the UK than the Harvard comma is in the USA...

Chicago Manual of Style dominates most non-Press US publication, so yes. (The US Press mostly uses AP style, and there are some industry specific Style Guides, such as the AMA.) The Bride works as lead editor for all publications of a small US college, and each year I get her CMS Guide cast-off from the prior year. Not that it helps my grammar much.
