I do not think that Windows come with such.
But a Google on "date calculator program" with out the quotes, finds all kinds of them!

Most persons just open up Excel to do a quick date calculation, so this feature (at least in my opinion) has become a forgotten detail among Windows users.
Dave...you either forgot about it or you never knew about it or you use a Mac

I keep the calculator on my system tray for quick launch because I use it often for a myriad of things. I went for he longest time without exploring the View tab and was delighted to find the scientific calculator which then led me to discover the other options.
I use date calculations when doing research on family history. It's a good quick check for testing relationships to see if they might be in the same generations.
