i want to setup personal VPN Server that uses L2TP/IPsec Protocol on windows 10,
i'm new to this, can i setup the VPN sever without any sort of subscription ?
i want to be able to connect to my home network while travelling without subscribing to any service

my computer is always online, i just want to create VPN that will connect to my home network via my ISP subscription alone , without any sort of cloud services such as amazon or without any sort of vpn services is that possible ? Like run one from home?

What do you want to be able to do when you connect to this VPN service? Usually a VPN is used to provide access to other resources on the same network, does your home network have many servers on it?
You can almost certainly do what you want using the SoftEther VPN application. You will need to configure your router/firewall to allow the incoming connections, and I have no idea what you will be able to do after you have connected. That depends on your home network.
