Okay, I have been using Outlook 2016 (365) for few days and it has mostly been okay - I have noticed that if I am watching a video and an appointment reminder pops up I am unable to tell it to snooze because I lack permission.
Today, I tried to resend a message and was told I do not have appropriate permission (see error msg below). So then I tried to save it as a draft and was told PST file access is denied (see msg below). So next I tried to start a new message and was again told PST file access is denied.
When I look at the PST properties I seem to have all the access I need. See properties.

Make sure that the pst file is not read-only in File Explorer.
See if the second part in PST File access is denied after upgrading to Windows 10 helps.

Thanks. I applied the second part and had several instances where there were problems with 'windows not enumerating the items in the container' but overall I think it worked. We will see.
