When you run rules manually by selecting the "run rules now" option one is required to select the folder which you want to run the rule on.
Is it possible to edit the rule and select the appropriate folder that the rule should be run on? This way when you run the rule now, you don't have to keep changing the folder.
I didn't see the folder selection in the rule setup process.

It may depend on which version of Outlook you are running, but in my Outlook 2010:
Change the folder you want it to run in - the default is the folder you are viewing
Click on 'Run Now'
I don't know of any way to incorporate a specific folder in the rule, but I'd have thought that selecting a specific rule would be as much extra effort as selecting the folder to run in.

No, that is not possible. You design a rule either for your Inbox (incoming messages) or for your Outbox (outgoing messages); there's no way to specify another folder as target.
Later on, you can - as you describe - run rules on a specific folder.
