If you want a macro to be available in all workbooks, you must store it either in your Personal Macro Workbook PERSONAL.XLSB, or in an Excel add-in (a .xlam file).
If you store it in an ordinary workbook, Excel must open that workbook in order to run the macro.

See How do I create and use a PERSONAL file for my VBA code.
Best wishes,
Hans
