Excel will not open in safe mode?
With Office 365 and Windows 10 in am unable to open my excel xlsm workbook in safe mode.

Was getting random error messages on a newer computer when trying to insert photos or data into a target cell. So I thought I would run in safe mode to check for possible app or add-ins causing conflict. But to my surprise I was unable to open my xlsm workbook and would only receive another message

What method are you using to attempt opening in safe mode? Not sure if you have tried these?
Press CTRL+R (to open Run)
Type: Excel /s
Enter
Or you can simply hold down the CTRL key while opening Excel from a shortcut icon or the Start Menu
Then click on Yes to confirm

Oh, you're starting Windows in Safe Mode. There is no need to do that. You can start Excel in Safe Mode even when Windows has been started normally.
To start Excel in Safe Mode, press Windows key+R to activate the Run window.
Type either Excel /s or Excel /safe and then press Enter or click OK.
To start Excel in Safe Mode, press Windows key+R to activate the Run window.
Type either Excel /s or Excel /safe and then press Enter or click OK.

I’m currently not in front of computer in question, but does it make a difference if it’s Windows in safe mode or excel safe mode. Could that be the reason it will not open up

I don't think starting Windows in Safe Mode would help with problems in Excel. Starting Excel in Safe Mode is a good first step in troubleshooting.
