In Win 10 is it possible to change screen 'scale and layout' to between 100% and 125%?
That is without changing the resolution nor dpi.
125% works well, but I can get away with a bit smaller (maybe 110%), effectively giving me more screen real estate.

Have you tried Custom scaling, under Advanced scaling settings (same page in Settings, i.e. Display; under Scale and layout)?
