Excel workbook wants to open in FireFox

I have a newer computer with a new version of Microsoft Office Home and Student installed. When I try to open an Excel workbook (standard left double click) it is asking me to open with FireFox? I then tried opening the workbook by right clicking the workbook and then selecting “open with”, then selecting “Excel”. Now that work ok, but when I try to reopen it, it resorts back to opening with FireFox. What am I doing wrong?

Right-click an Excel workbook in Windows Explorer (aka File Explorer).
Select Open With > Choose another app.
Select Excel, then click Always.
