Set up dual monitor display so that only what I drag to secondary monitor shows up on it

I have two monitors set up in Extend: my laptop monitor, on the left, and an external monitor on the right. The external monitor is set as my main display in my Display settings. All of my windows show up on my external monitor, unless I move them to my secondary monitor. This is the set-up I want. However, when I open a new window in Chrome, it opens up in my secondary monitor. How do I stop that from happening? I only want what I specifically drag to the secondary monitor to show up on the secondary monitor.

Typically Windows remembers which screen the app last opened on and opens new windows there, so you just need to open the relevant application(s), drag the windows to the correct monitor, and then close them again.
