. . . to draw in arrows and make call-outs on an old photograph?

This is an aerial view of the NC State Capitol building in Raleigh, NC (my hometown) taken in 1921 (about 20 years before I was born.

I've asked to create a copy of it and point to buildings and name them. I don't know the names of all the buildings but can name quite a few. Other contributors are also providing me with identifying info and asking me to create the graphic.

What software would you suggest?

My opinions;

Word and PowerPoint can be used, but the items you draw on them cannot be flattened (though grouping can be used) - which is a hassle!
Since you have experimented recently with screen capturers, their associated editors come in handy with the annotation tools.
If you prefer a more comprehensive option, photo editors like PhotoScape and Paint.net have all the tools to edit and annotate the image.
One last option you can experiment with are online editors. Sometimes they can be quite convenient with excellent and easy tools to use. If you are keen, you can try: LunarPic or Polarr.

The free utility FastStone Image Viewer has tools to annotate images too.

IrfanView can annotate images as well.
