My wife's Windows PC has a virus of some kind! It is displaying What claims to be Windows Defender message that says a trojan was detected and to call 1-847-787-1089 (security help line). Is that a legitimate phone number? I'm not sure I should trust it!

Don't call that number:
1) Microsoft doesn't operate like that.
2) The number you mention isn't listed as a Microsoft support number.
I'd run Malwarebytes, and perhaps some online scanners:

Last week a friend's laptop received the same message along with a cautionary note to not reboot her laptop. I gave her the same type of message Hans gave you regarding the “support” telephone number. I told her to reboot the laptop and run a full scan of Defender and Malwarebytes. Nothing was found and her system is OK.
