I wasn't clear what were these "quality updates" about which the article was talking...
Is "quality" a new feature, or just an aspiration?

'quality' when used as an adjective requires a qualifier, e.g. low, high, good or bad and gives you a measure of the thing.

However, these days 'quality' rarely comes with a qualifier and thus is just a noun. You can use it to name anything, it measures nothing.

In Microsoft-speak, there are three kinds of updates, 'security', 'quality' (bug fixes), and 'feature' (new stuff). Oddly, the Win10 update history in the Settings app lists both security and quality updates under a "Quality Updates" heading.
