Right-click an empty part of the desktop.
Select 'Display Settings' from the context menu.
Or click the Start button (or press the Windows key), type resolution and select 'Change the resolution of the display' from the search results.

Thank you.
it wasn't the resolution but the size of text and apps. Can you change it to a different value, it has preset values.

Below the dropdown with the preset values, you should see a link "Custom scaling":
When you click this, you can enter any number (percentage) between 100 and 500:

Thank you, is there a way to see what the previous value was?

That looks better. Outlook is still a bit strange, the left panel of folders does not fit anymore, the column is too large.

It is stored in the registry, in the DWORD entry LogPixels in HKEY_CURRENT_USER\Control Panel\Desktop. If you've never changed the setting, LogPixels doesn't exist.
DPI Scaling Level | LogPixels Value |
Smaller 100% (default) | 96 |
Medium 125% | 120 |
Larger 150% | 144 |
Extra Large 200% | 192 |
Custom 250% | 240 |
Custom 300% | 288 |
Custom 400% | 384 |
Custom 500% | 480 |

Move the mouse pointer to the right edge of the navigation pane, until the mouse pointer changes to a left-and-right-pointing arrow. You can drag the edge to the right.
Or change the font size: View tab of the ribbon, Layout group, Navigation Pane > Options...
