The best way to fix this might be to do a system restore to a date before he error started occurring. Even though it seems you only have a file from the folder missing (and not the folder itself), it will be hard to determine which resource that file is affecting. See this page (containing the quote below) for advice and a guide to do this...
The Appdata folder as well as the LocalLow folder must remain in your Windows 8.1 system directory, so if by any chance you moved the folders or they got deleted your Windows 8.1, Windows 10 system will most likely give you a lot of errors when it needs to access these two. These two folders also contain the program settings feature in Windows 8.1, the Internet Explorer Cookies, settings and browsing history and also the temporary files made by your installed applications.

See this webpage for assistance: Tutorial on fixing Appdata/LocalLow if missing from Windows 8.1, Windows 10

Rudi

If your absence does not affect them, your presence didn't matter.

You have some program or task that is attempting to start the named program. That is very suspicious. To get rid of it you need to do some detective work to determine what is attempting to start it.
Have you run anti-malware scans?
Have you checked your Event Logs?
Have you checked Task Scheduler?

You should try to figure out what was changed on the PC after that date. Otherwise, it may just happen again.

By the way, Sgte, your ISP / mail server rejects notifications from Eileen's Lounge.
Best wishes,
