Task bar - Action Centre notification logo

Can't work out why my action centre notification logo on the Task Bar seems to have two distinct presentations - The one, with what I assume is a small magnifying glass in the bottom right corner, doesn't appear to convey anything different to the one without it, when opening the action centre notification area. Is there any significance in the difference? Am I missing something obvious?

Both mean "No new notifications", but the top one shows that notifications are "on" (enabled) and the bottom one that they are "off" (disabled).

Interesting! I haven't made any changes to the notifications via the settings menu - so don't understand why it switches (seemingly in an ad hoc manner) between the two - just another Windows quirk perhaps? No matter - Thanks.
