There are several threads related to the problems with getting/installing v1511 Build 10586.

In one of those threads, there is a reference to an Ed Bott article. Buried at the bottom of that article is a link to get the Media Creation Tool for build 10586.

Ed Bott did state he did not know how long MS would keep the site alive.
