How to remove an account on a Windows 10 computer

How do I remove a user account on a laptop running Windows 10 pro?
Instructions that I've found on Google say to go into the Settings, enter the Account tab, click on the user that I want to remove and then click on Remove.

However, I see no remove option for the account. Options I have are Block and Change account type. Change account type lets me change the account to standard user or administrator. Block causes the person to become unable to sign in.

I think the issue is that I have my login options set up with both a local account and a Microsoft account, and both share the same email address. Both are administrator accounts. I cannot seem to figure out how to log in to the local account and then remove the second Microsoft account.
