While in File Explorer, there is sometimes a blue line / border around a specific file. Moving the arrow up and then back down causes the blue line to become light blue shading, which in turn enables me to open the file by pressing enter. When, when the entry only has a blue border, pressing enter does nothing.
Is there a way to change the blue border to blue shading so that pressing enter opens the file, without having to use the arrows or mouse?

Go to View | Options | Change folder and search options | General (tab). Click on "Single click to ....".

I am using a touchpad, but I want to be able to open a file using my keyboard only. I don't want to have to click on an item using the mouse or the touch pad (even if it is only a single click).
Currently, I open up files using my touchpad by moving my selector (using the arrows) up and then down again. This causes the blue border to turn into highlighting of the desired item. I then press Enter, which opens it. Is there a way to skip the up and then down motion?

If you change the settings as I indicated you can use the keyboard to move the cursor (blue border) to select an item and hit enter. That will open the item.
