Action can't be completed because the folder is in use

I am trying to move a folder via Windows Explorer, but Windows is stating "The action can't be completed because the folder or file is open in another program." There are no other programs using the folder. I even tried restarting in case some hidden process had "locked" the folder, but the error remains. How can I "unlock" it?

What is the path to the folder? It may be in use by the operating system rather than by a program that you are running.

It was a folder within My Documents. I restarted again and now it managed to unlock.
