I create a page in Publisher 2007 with a washed out graphic as background then with a text box on top of the graphic. It looks good and I save it.
When I open the file, the text box does not display until I click on it and 'Bring to front'. I also click on the background graphic and 'Send to back'. Then save the file... only to have the same issue when I open it next time.
Anyone know how to retain the ORDER of images and text boxes from one save to another?

Which version are you using? I can't reproduce the problem in Publisher 2010...
Best wishes,

If you wish, you can zip a small sample publication that exhibits this behavior and attach it (you can't attach .pub files directly).
Hopefully, someone with Publisher 2007 will have a look at it.

Okay, here it is... this is really frustrating... that the order is not retained when saved.

This is what I see when I open the publication in Publisher 2010:

Re: MS Publisher - Display order
The text box in question is in the center and appears to display for you correctly (except the bullets). In my Publisher, it does not display until I bring it to the front.
