Hmmm. Seems that it's not just the UK which experiences Weather!

Not me. I live in Southern California and it rained and rained and rained. Where I live, our annual rainfall is around 7 inches. Within a two day period it rained about 5 inches and we still are talking about water conservation to help with our drought situation.

Makes sense to me.
5" in 2 days mostly runs off the surface of the land, and doesn't soak in.
The run-off, if captured, fills the dams somewhere else, of course, but drought conditions still exist.
