The actual answer is a bit like the joke where someone needs some dry cleaning in a hurry so goes into a shop proclaiming '"Dry Cleaning While You Wait" only to be told his cleaning will be ready next week. When he complains that's not what it says over the door, he's told "But that's just the name of the shop".

So photos taken in around Cambridge have to be in colour, but the rest can be black & white...

Except B&W photos are not black and white, they are shades of grey.
