If you could look at the board closely, you'd see that the parts don't fit precisely. The difference is so small that it's hardly noticeable, but large enough to explain the "extra" tiles.

There's a version of this puzzle using a large chocolate slab. That will never work for me as I'll eat the extra piece each time which is something Winston Freer would not have accounted for!!
