GCHQ Christmas Card
The GCHQ in the UK is part of the UK's anti terrorist, drugs rings etc. and this year they have issued a Christmas Card which is intended for budding codebreakers. I haven't got a clue but how will you do?

TX Steve. However, I won't have time to crack this puzzle as all my attention, leading up to Xmas, will be focused on shaking the wrapped parcels under the tree, trying to decrypt their contents. Someone has to do it!
