GCHQ Christmas Card

The GCHQ in the UK is part of the UK's anti terrorist, drugs rings etc. and this year they have issued a Christmas Card which is intended for budding codebreakers. I haven't got a clue but how will you do?

TX Steve. However, I won't have time to crack this puzzle as all my attention, leading up to Xmas, will be focused on shaking the wrapped parcels under the tree, trying to decrypt their contents. :groan: Someone has to do it!
