I have tried numerous standalone utilities and extensions for Chrome to try to accomplish this task. None so far have been able to achieve correct results for web pages with both vertical and horizontal scroll bars. Does anybody know of a working program/ extension to do this?

Snagit can capture horizontal scrolling and vertical scrolling, but I'm not sure it can do both simultaneously.

I find that the horizontal Scroll bar in the code window in Forums sometimes does not work for me in IE 11 when it works normally in Google Chrome
Here, just now on a Win 7 machine of mine: The vertical scroll bar functions in both Browsers. But the horizontal scroll bar only works in Google Chrome

Thanks again Hans, but the issue may go a bit deeper than I'd thought. I'm not knowledgeable enough on web page layout to understand the details, but it seems that the (horizontal) scroll bar belongs to some sort of "frame" element embedded in the full page. The capture tools seem to be able to "operate" the vertical scroll belonging to the parent page, but not the horizontal one belonging to the embedded "child frame". The extension in the first link that I posted claims:

Yes, I tried that one but same result. This is a shot of the (partial) web page:
The blue horizontal scroll bar floats along the bottom of the browser window, but belongs to the embedded element. Maybe it's too complex for capture utilities to figure out.
