Why is it my full name and email is displayed regardless of settings on the Settings >Accounts and import section f my Gmail.

As far as I can tell, that setting only applies if you add another account to your Gmail and send as that other account
So let's say my email address is hansv@gmail.com and I add hansv@outlook.com to my Gmail.
I can then send a message from Gmail using my hansv@outlook.com account.
With the first option, the recipient will see that the email is from hansv@gmail.com but sent by hansv@outlook.com.
With the second option, the recipient will only see hansv@gmail.com.
Please note that the above email addresses are not my real email addresses. Please don't send to them - I have no idea whether they exist and if so, to whom they belong!
