I have had this problem recurring with Outlook about once a week. When I click “Send/Receive,” before Outlook even tries the usual looking for port, etc., it immediately says on the bottom right “Send/Receive Error – click here.” I click it and it shows all of my email accounts with sending and receiving report errors. For both sending and receiving for all of the accounts, “Unknown Error 0x80040199” displays in the results.
When I go to Tools | Accounts and click Test Account Settings for each account, it is fine.
The only way I have found to fix this problem is to restart my computer. Very time consuming.
What’s the problem? Is there a fix?

Are you sure it's error 0x80040199 and not 0x80040119?
If it's the latter, you may try the Inbox Repair Tool. See Error message when you try to read or to delete email or when you click "Send/Receive" in Outlook: "An unknown error has occurred" or "Messaging interface has caused an unknown error".

You You are right; it is error message 0x80040119. Might this be related to an archiving error as well?

Yes - try the inbox repair tool. If that doesn't help, try creating a new e-mail profile in the Mail control panel.

I ran a repair. Can the backup be deleted if everything went well? The backup is quite large.

I'd keep it for a day or so. If you don't have problems any more, you can delete the backup.
You may want to create a copy of the repaired .pst file on a CD, DVD or external disk.

The Send/Receive error continues, despite the Inbox Repair tool.
