Last name, First Name

I cannot get my Contacts emails showing in a Last Name First Name order. I have tried, and adjusted the contact display settings but it does not work for me = any help is apprectiated. Thank you.

It would help if you were to tell what version of Outlook you are using?

Seems one would go this route:
File-> Account Settings-> Account Settings…-> tab Address Books-> double click on: Outlook Address Book->"Show names by"
