At what point does the Outlook EntryID get created? Is it upon the message being generated, sent or received?

If messages are received via a Gmail account and Outlook is used to manage the messages will the EntryID ever change?

When you create a new message, its EntryID is an empty string.
Its EntryID is set to a unique string when it is stored in a folder, either because you save it or because you send it.
An incoming message is assigned a unique EntryID when it is received (and stored in the Inbox).

When you move a message from one folder to another, it is assigned a new EntryID. So for example if you move Gmail messages to another folder in Outlook, their EntryID will change.

Thanks for the clarification. Is there a unique identifier that does not change other than a combination of sender, sent date, message size and subject?
