Both attachments are from Outlook 2010 the first one (Wanted View) is how I would like both of them to be but can’t figure out how to make them look the same.
How can I make the second attachment’s view settings the same as the first attachment’s?

Play with the To-Do Bar options on the View tab of the ribbon.

I tried using this same solution in Outlook 2016 and the To Do Bar was not active. Any idea why that would be and how can I make it active?

I don't think you can obtain the "Wanted View" in Outlook 2016. You can display a mini calendar in the To-do Bar but it won't replace the one on the left.
