Force Plain Text Always on Reply & Forward?

I've changed my user to always create new emails in plain text format. But when they reply to an email the format follows. FOr example, if they reply to an html email their reply is also in html format. Is there a way to force a format change to plain text when the user's uses reply or forward?

Our user has Outlook 2003 and will soon be moving to Outlook 2007.

Outlook 2003:
- Select Tools | Options...
- Click E-mail Options...
- Tick the check boxes 'Read all standard mail in plain text' and 'Read all digitally signed mail in plain text'.
- Click OK.

Outlook 2007:
- Select Tools | Trust Center...
- Click E-mail Security on the left hand side.
- Tick the check boxes 'Read all standard mail in plain text' and 'Read all digitally signed mail in plain text'.
- Click OK.

This will force all mail to be read in plain text, and hence all reply/forwards will be in plain text too.

Any chance there's a setting like that for Outlook 2000?

I've never used Outlook 2000, but I suspect it doesn't have a setting for this.

I have access to Outlook 2002, it does not have the equivalent setting.
