Upgrade IE 10 without upgrading Windows 8
I am running IE 10, which has become outdated and unable to display certain web sites.
When I try to update it, Windows attempts to update Windows 8 to Windows 8.1, which I would like to avoid because I experienced issues in the past after installing upgrading to Windows 8.1.
Is there no way to upgrade IE 10 without upgrading Windows 8?

No. Internet Explorer 11 works only on Windows 7, Windows 8.1 and Windows 10, not on Windows 8.0.
If you really can't upgrade to Windows 8.1 (which is MUCH better than 8.0), and don't want to use Internet Explorer 10 any more, I'd recommend using Mozilla Firefox or Google Chrome as browser, and avoid using Internet Explorer.
