My internet has been running like a dog (a slow one) or pages just time out, this has been going on for months (boy have I got patience).
I try to run SpeedTest.net and if it loads (seldom at best) I get a reading of between 0.01 and 0.3 (a good day).
I have a 2mbps internet.
The phone is also part of the deal, it has been turned off for some reason (maybe they are sick of all the complaint calls), they do say in their reconnect call line that the undersea cables are experiencing technical difficulties.
Is there any thing I can do, apart from complain to the ISP who subsequently do nothing?

One of the first things to check is if the bottleneck is not caused by your router. Have you tried running the LAN cable directly into your PC (bypassing the router) asnd seeing if the speeds are on par?
If your router is not the cause, another thing the try is changing your WiFi password in the event that neighbours are pirating your connection.

Sorry, I wrongly assumed you were using a router.
I am not familiar with wireless modems and not even sure if it has as password since you need the device plugged into your PC for access. I'm sure there will be a pin code to access the modem, but not a password as it is not broadcasting a signal that other devices can pick up. AFAIK?
If I am wrong, I'd just recommend that you Google for the name and model of your modem and locate the steps to modify the password.

Do you know the product name of the device you use to access the internet?
It is probably not really a modem, it is much more likely to be a Wireless Router or a Wireless Access Point.
