I believe I started a thread on this topic in the past but cannot find the thread.
Why does IE display a green or black screen when I view videos? I can hear sound, but do not see the video.

Do you have the latest version of Flash Player? (See Update: Flash Player 13 released)

I tried to install the latest version of Flash (13.0.0.182) but got this error: "Your Microsoft Internet Explorer browser includes the latest version of the Adobe Flash Player built-in. Windows Update will inform you when new versions of the Flash Player are available."

If you use Internet Explorer on Windows 8, you don't need to update Flash.
Are you trying to watch videos in the 'metro' interface? The 'metro' version of Internet Explorer doesn't support Flash Player.

I am not sure what the "metro" interface is but I restarted my computer and now I can view videos.

The metro interface is the tiled screen of Win8.

I continue to get this problem every now and then. Is there no fix other than restarting the computer? I am using IE 10 on a Windows 8 computer. I am able to view videos about 95% of the time.
The issue happened to me today. The issue occurred on IE only, not on Google Chrome.

Do you use some kind of ad blocker in Internet Explorer? Or have you enabled Tracking Protection in Tools > Manage Add-Ons?
Many videos start with an advertisement, and I have found that some videos simply won't play if the ad is blocked, leaving me staring at a black rectangle.

I went to Tools | Internet Options | Programs tab | Manage Add-Ons and noted that Tracking Protection is disabled. Should it be enabled?

It should be off, but try it in both modes and see if it resolves.
