i need to interrpreter the sequence of second string number....

I have understand only:
-the fist string is identification of of group of second string
-the right five digit is the ordinal sequence of second string

but i can not intercet the logical sequence of mid string from 5 to 7 for example ....1702506....

peraphs is a serial date?

If that help you... substituite aaaa with 0900 is the id of one agency, but i dont think is this the term of resolution string:-(

I'd ask whoever provides the data what the figures mean. There doesn't appear to be an easily recognizable meaning.
