Paste Special ??

When I copy data from a set of values downloaded into Excel then try to do a Paste Special into another spreadsheet, I get an unexpected result. Instead of having the usual Values, Formulas, . . . options, I get this screen:

I do this virtually every day and have never experienced this. The data comes from a downloaded .csv file which when clicked opens in Excel. I then select the entire file and use Paste Special > Values to place the data in my ultimate spreadsheet that is formatted and has charts, etc. Today is the first time I've encountered this anomaly.

Can someone please explain what I am doing wrong or offer suggestions for a different approach that will allow me to update my ultimate spreadsheet?

It looks like the target workbook has been opened in a different instance of Excel than the source workbook, so that the target workbook sees the clipboard contents as external contents.
Try opening both the csv file and the target workbook from within the same instance of Excel.
