Read only workbook on Vista not XP ?

I have a Excel Binary Workbook that works great on an XP system but was added to a Vista system and says Read only?
will not allow to be saved. The property check box for read only is unchecked

There is no intrinsic reason for a workbook being read-only on Windows Vista.
If you right-click the .xlsb file in Windows Explorer on the Vista PC and select Properties from the popup menu, is there an "Unblock" button near the bottom of the Properties dialog?
