If you can navigate to HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\Graphics in RegEdit:
1) Look at the right-hand pane.
2) Is there an entry named DisableAnimations? If so, skip to step 5).
3) If there is no such entry, select Edit > New DWORD (32-bit) Value.
4) Change the default name New Value #1 in the right-hand pane to DisableAnimations.
5) Double-click the DisableAnimations entry.
6) Enter the value 1 (it does not matter whether Decimal or Hexadecimal is selected).
7) Click OK.

If an Office application was active while you did this, you may have to quit and restart it to see the effect, I'm not sure about that.
Best wishes,
Hans

Hans there is no key named Graphics. Do I create that first and if so what kind of key is it?

Navigate to to HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common and select it.
Select Edit > New > Key
Rename the new key (below Common in the left hand pane) to Graphics.
Then proceed as in my previous reply.
Best wishes,
Hans

I had to return to this thread to once again edit that registry key in order to get rid of the animated cursor. To me, it is aggravating. Of course, after following Hans editing of the Registry key, it worked again. However, I am wondering if after all this time anyone knows if Microsoft still thinks the animated cursor is a good thing. Haven't found a way to ask them because I have never gotten a reply from them when I send them feedback.

I agree that it's a weird default setting...
